Loose groups, guilds and such with leaders, or perhaps affluent business owners and merchants... everything a city could offer. But no king, not even a steward or mayor...? Where one can grab it, people will always seek power and control. This is what he has seen in his world, a conflict as old as mankind. Altaïr will have to see more of this world for himself, so he pivots his thinking conditionally.
