So, I am thinking Neo here. Both of them are logically eligible characters, but where Vira-Lorr is friends with Maul and trying to help him on the regular, Neo has more of an active and intentional bond with him.

Physical Bond probably seems wisest here. Neo knows just how *ahem* volatile Maul's moods are, and she knows what happens if she gets too angry, so she'd probably want to keep that under control. She also does not think of herself as the type who's a good influence on others' rage.
