the reason i feel she might get on with makima is that control and certainty are like... two of satoko's big things?? and satoko genuinely quite likes people who are willing to reach out and take the futures they want instead of just waiting and hoping. plus people with big goals and ambitions are just going to be much more entertaining for her to watch, compared to people who don't really know what they're doing? and after long enough boredom really does weigh heavily on an immortal's soul
